Japan Eyes Pixiv as Fans Worry About Content

Law requires processing defamation complaints within seven days without banning fanart.

Whenever the Japanese government mentions “regulation” alongside Pixiv, the community collectively fears censorship or mass bans. However, before panic sets in, the reality is more grounded: Japan’s Ministry of Internal Affairs and Communications officially classified the platform as a large-scale service provider, requiring it to adhere to strict deadlines for legal complaints.

This designation falls under the Information Distribution Platform Law, which labels any site with over ten million monthly content creators or users as a “giant.” Pixiv, meeting this requirement, now shares obligations with other online services, meaning it can no longer ignore complaints.

Under the new law, the company must respond within seven days to any formal complaint about defamation, privacy violations, or insults. If a post is removed, the author must be notified immediately, and the platform must publish its moderation criteria alongside periodic reports on removed content.

It’s important to note that this measure does not target fanart, independent illustrations, or adult content. Pixiv updated its terms of service to confirm no new restrictions on freedom of expression are being added, so upload rules remain unchanged.

Founded in September 2007, Pixiv has become the premier digital hub for illustrators, manga artists, and writers worldwide, boasting over 119 million registered users and 160 million published works. The platform hosts everything from daily sketches and original projects to popular franchise illustrations, remaining a cornerstone for Japanese entertainment art.

With this new regulation demanding defamation complaints be resolved in a week while preserving illustrator freedom, do you think it will clean up the platform or complicate matters for independent creators?
