Seibu Railway, a transportation provider serving Tokyo and Saitama, revealed on April 21 its intentions to launch a sightseeing limited express train featuring cars crafted by renowned mechanical designer Kunio Okawara (source: Tetsudou).

The forthcoming limited express will be a refreshed iteration of the “10000 Series New Red Arrow,” a train model that debuted in 1993 and is scheduled for retirement by spring 2027. The revamped New Red Arrow—currently without an official title—will not function as a standard commuter service but as an upscale sightseeing train along Tokyo’s Shinjuku Line.

Seibu Railway selected Kunio Okawara, the mecha artist behind several Mobile Suit Gundam productions including the 1979 original series, to design the train cars. The company explained, “Mr. Okawara’s designs, which balance warmth and friendliness with refined functional beauty, align perfectly with the Shinjuku Line’s evolving identity, enhanced by initiatives like the continuous grade-separated intersection system.”

While Okawara’s primary focus lies in the anime sector, his design philosophy prioritizes real-world functionality and manufacturability, explaining why his expertise is in high demand. Nevertheless, this marks his inaugural project designing both the exterior and interior of a train. As he notes, “Throughout my career, I’ve created countless mecha for anime, including trains. Though I’ve designed trains that transform into mechs, I feel deeply honored to contribute to an actual railway endeavor. I’m dedicated to crafting a train that will delight as many passengers as possible.”

The revitalized New Red Arrow will feature semi-private booths and sofas, along with food and beverage offerings. This combination, paired with Okawara’s involvement, is expected to make the train a major draw for sightseers and fans of mecha anime. The train is slated to begin service in fiscal year 2028, linking Seibu-Shinjuku and Hon-Kawagoe stations.
